Do funders allow for reallocation of funds between the different line items?

If your grant is based on the total expenses incurred, you can reallocate funds between different line items.

If your grant is reimbursed at the line item / expense category level, you would need to approach your funder to discuss and negotiate, to see if they are open to allowing reallocation of funds across line items.
